Changes in PFRDA Bill approved by Central Govt.

Cabinet nod for 26% FDI in pension sector

The Cabinet on Wednesday approved changes in the Pension Fund Regulatory and Development Authority (PFRDA) Bill, which will also pave the way for 26% foreign investment in pension fund management companies, officials said.

The PFRDA bill, which has been pending for long, is now expected to be taken up for approval in the Winter Session of Parliament starting on November 22. Officials said the Cabinet decided there would be no guarantee of assured returns on pension fund schemes. Earlier, the government had released contours of the bill but had side-stepped the issue of foreign investment limit in the sector to avoid any controversy. Even now, the FDI limit will not form part of the bill but will be included in the revised regulations.

Several policymakers and experts had backed the idea of allowing 26% FDI in pension fund management companies, similar to the foreign investment norms in the insurance sector. "The government is of the view that FDI cap in the pension (sector) should be at 26%, at par with the insurance sector. However, it would like to retain the flexibility of changing the cap of FDI as and when required and that is why it has not been kept as part of the bill," an official said.

The legislation, which was introduced in the Lok Sabha on March 24, was sent to the Standing Committee. It was examined by a panel headed by former finance minister Yashwant Sinha. The panel had asked the government to set the FDI cap in the legislation and had suggested providing minimum returns to pension fund subscribers.

Officials said the government has also rejected the suggestion for providing greater flexibility to subscribers to withdraw funds from their accounts. "The flexibility of withdrawals from funds under the pension scheme, however, would be tightened. It would be allowed only in case of genuine needs... It would be considered when the need is critical. It will not be allowed for frivolous reasons," the official said.

The government upheld the panel's suggestion for greater participation of employees and stakeholders in the Pension Advisory Committee. The PFRDA Bill, if approved, will also pave the way for conferring statutory backing to the authority for promotional, developmental and regulatory functions in the pension fund sector. The UPA government has lined up several key legislations for the Winter Session and has reached out to the Opposition parties for their support in getting them approved.

The Manmohan Singh-led government has been on the back foot after a string of scandals emerged since last year. The government expects to get the key bills approved, which would help dispel doubts about its ability to move ahead with reforms. The UPA government has also been trying to raise FDI limit in the insurance sector to 49% from the existing 26% but has met with resistance from Opposition parties. The move has been pending in Parliament for several years now. The National Pension Scheme, launched in January 2004, has nearly 24 lakh subscribers, mostly those employed by the federal government. Employees Provident Fund Organisation subscribers get 9.5% return on their savings.

Post Office Saving Scheme Interest Changed

In a bonanza to millions of small savers, the government on Friday increased interest rates on deposit schemes offered by post offices, like savings account, Monthly Income Scheme and Public Provident Fund.
While post office savings accounts ( POSA) will fetch 4 per cent interest, up from 3.5 per cent, the Monthly Income Scheme (MIS) and the Public Provident Fund (PPF) will earn an interest of 8.2 per cent and 8.6 per cent respectively, a government release said.
The maximum increase is in the one-year fixed deposits-- from 6.25 per cent to 7.7 per cent. The interest rate on other time maturities has been hiked as well. The new rates will be applicable from the date of notification which will be announced soon.

The decision to hike interest rates, which is in line with the recommendations of Shyamala Gopinath Committee, will make small savings schemes more attractive and returns would be in sync with market rates.
The government, however, decided to discontinue the Kisan Vikas Patras (KVPs) and lowered the maturity period for MIS and NSCs to five years from existing six years. It also introduced the National Savings Scheme (NSC) with 10-year maturity. The annual investment ceiling in PPF savings has been increased to Rs one lakh from the present limit of Rs 70,000, but it would be costlier to obtain loans from the savings under as lending rate has been doubled to two per cent.
The government has scraped five per cent bonus on MIS and has also done away with commission for agents on PPF and Senior Citizens Savings Schemes.
The finance ministry also said the payment of commission on PPF schemes and senior citizens savings scheme will be discontinued and the agency commission under all other schemes (except Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) agents will be halved to 0.5 per cent.

According to the Gopinath Committee, the agents were paid around Rs 2,400 crore commission in 2010-11. Incentives, if any, paid by the state/UT governments will be reduced from the commission paid by the central government, it added.

In line with Gopinath Committee's suggestions, the government also decided to align rate of interest on small savings schemes with G-Sec rates of similar maturity, with a spread of 25 basis points (bps) with two exceptions. "The interest rates for every financial year will be notified before 1st April of that year," it said.

It further said the minimum share of states in net small savings collections in a year for investment in state government securities will be reduced from 80 per cent to 50 per cent. The remaining amount will be invested in central government securities or lent to other willing states or in securities issued by infrastructure companies/agencies, wholly owned by central government, it added.

New rules for Tatkal Tickets : Tatkal bookings reduced to 24 hrs. before journey

Plagued by increasing number of complaints in Tatkal booking scheme, the Railways on Friday decided to reduce the advance reservation period of the scheme from two days to one day as part of measure to prevent misuse of the facility.

Besides, the restriction for agents will be extended from one hour to two hours (8 am to 10 am) and there will be no refund on confirmed Tatkal tickets subject to the exceptions such as cancellation of trains and late running trains.

"It was necessary to make changes in Tatkal scheme as there were many complaints against Tatkal bookings. We had to take some steps to prevent its misuse. All these changes will be effective within a week," Railway Minister Dinesh Trivedi told reporters here.

Tatkal tickets shall be sold only on production of the identity proof and there shall be only four passengers per PNR for Tatkal tickets.

Trivedi said Tatkal reservation period was reduced from 48 hours to 24 hours to prevent its misuse by unscrupulous elements who resort to speculative booking.

According to the changed system, no duplicate Tatkal tickets shall be issued now and it would be done only in exceptional cases on payment of full fare including Tatkal charges.

"We are also planning to introduce a whistle-blower scheme to catch hold of touts who are indulging in misusing of reservation facilities. We are also installing CCTV in the booking area to keep a vigil at the counters," Trivedi said.

HOW TO DETECT A 2-WAY MIRROR?

When we visit toilets, bathrooms, hotel rooms, changing rooms, etc., How many of you know for sure that the seemingly ordinary mirror hanging on the wall is a real mirror, or actually a 2-way mirror I.e., they can see you, but you can't see them. There have been many cases of people installing 2-way mirrors in female changing rooms or bathroom or bedrooms.

It is very difficult to positively identify the surface by just looking at it. So, how do we determine with any amount of certainty what type of Mirror we are looking at?

CONDUCT THIS SIMPLE TEST:

Place the tip of your fingernail against the reflective surface and if there is a GAP between your fingernail and the image of the nail, then it is a GENUINE mirror.

However, if your fingernail DIRECTLY TOUCHES the image of your nail, then BEWARE, IT IS A 2-WAY MIRROR! (There may be someone seeing you from the other side). So remember, every time you see a mirror, do the "fingernail test." It doesn't cost you anything. It is simple to do.

This is a really good thing to do. The reason there is a gap on a real mirror, is because the silver is on the back of the mirror UNDER the glass.

Whereas with a two-way mirror, the silver is on the surface. Keep it in mind! Make sure and check every time you enter in hotel rooms.

Share this with your sisters, wife, daughters, friends, colleagues, etc

Love Post from China Post to curb Divorce

China's post office is not normally a place you would associate with love.
But the state-run institution in Beijing is promoting a scheme which it hopes will stem the country's rising number of divorces.
Newly-wed couples are being offered the chance to send sealed love letters which will be delivered seven years after their big day.
The idea is that couples thinking of splitting up will receive a timely reminder of why they got together in the first place.
Zhang Ying and Liu Cheng are a young Beijing couple about to tie the knot, but they want to factor in the seven-year itch.
So they are planning to take advantage of the post office's scheme and write letters to each other.

What is Dengue?
Ø   Dengue is a serious viral disease transmitted by the bite of the mosquito, Aedes aegypti.
Ø   Dengue occurs in two forms: dengue fever and dengue haemorrhagic fever.
Ø   Dengue fever is a severe, flu-like illness that affects older children and adults but rarely causes death.
Ø   Dengue hemorrhagic fever (DHF) is a second more severe form, in which bleeding and occasionally shock   occur, leading to death; it is most serious in children.
Ø   Persons suspected of having dengue fever or DHF must see a doctor at once.

The symptoms of dengue fever vary according to the age and general health of the patient. Infants and young children may have a fever with a measles-like rash, which is difficult to distinguish from influenza, measles, malaria, infectious hepatitis and other diseases with fever.  Who is most affected?
Children, tourists and travelers are usually at a higher risk for Dengue transmission. However, adults living in endemic areas are in danger too.
When do Dengue mosquitoes bite?
Dengue mosquitoes bite in the early morning and the late afternoon.
Where does the Dengue mosquito live?
The mosquito rests indoors, in closets and other dark places. Outside, they rest where it is cool and shaded. The female mosquito lays her eggs in water containers in and around homes, schools and other areas in towns or villages. The larvae, known as wigglers, hatch from the mosquito eggs, and live in the water for about a week; they then change into a round pupal stage for one or two days, after which the adult mosquito emerges, ready to bite.
Where does the Dengue mosquito breed?
Dengue mosquitoes breed in any water-catching or storage containers in shaded or sunny places. Favored breeding places are- Barrels, drums, jars, pots, buckets, flower vases, plant saucers, tanks, cisterns, bottles, tins, tyres, pans, plant saucers and roof gutters, refrigerator drip pans, catch basins, drains, soak-away pits, cement blocks, cemetery urns, plant leaf axils, bamboo stumps, tree cavities and a lot more places where rainwater collects or is stored.
How is Dengue spread?
Dengue is spread by the bite of an infected female, Aedes aegypti mosquitoe which has got the dengue virus by taking a blood meal on a person who is ill with dengue. The infected mosquito then transmits the disease through its bite to other people who in turn becomes ill, and the chain continues. The diagram below, illustrates this action.  There is no way to tell if a mosquito is carrying the dengue virus, therefore people must protect themselves from all mosquito bites, which will also protect against malaria and other mosquito-borne diseases.
How can Dengue be prevented?
As there is no drug to cure dengue or vaccine to prevent it, there are two key measuresthat can be applied to prevent the spread of Dengue.
Elimination of mosquitoe breeding places
Ø   Cover water containers -Tight covers on water storage containers, will prevent the mosquitoes laying their eggs there. If the cover is loose, mosquitoes can go in and out.
Ø   Septic tanks and soak-away pits -Cover and seal these, so that dengue mosquitoes cannot breed there.
Ø   Removal of rubbish -Garbage articles and other rubbish found around houses can collect rainwater. They should be removed or smashed and buried in the ground or burned, where this is permissible.
Ø   Biological control -Mosquito wigglers can be controlled by small larva-eating fish, such as guppies. These fish can be found in streams or ponds or obtained through pet shops. Bacterial pesticides will also kill mosquito wigglers.
Ø   Chemical control -Safe and easily used larvicides such as temephos sand core granules can be placed in water containers to kill developing wigglers.

Prevent mosquito bites
People can protect themselves from mosquito bites by using any of the following means-
Ø   Mosquito coils and electric vapour mats -Slow burning mosquito coils or electric vapour mats are effective in the rainy season, just after sunrise and/or in the afternoon hours before sunset, when dengue mosquitoes bite.
Ø   Mosquito nets -Nets placed over sleeping places can protect small children and others who may rest during the day. The effectiveness of such nets can be improved by treating them with permethrin (a pyrethroid insecticide) . Curtains (cloth or bamboo) can also be treated with insecticide and hung at windows or doorways, to repel or kill mosquitoes.
Ø   Repellents -Mosquito repellents can be applied to exposed parts of the body where mosquitoes bite. Care should be taken in using repellents on small children and the elderly.
Ø   Screens -Screens on windows and doorways are effective protection against the entry of mosquitoes in homes.
Ø   Protection of people sick with dengue -Mosquitoes become infected when they bite people who are sick with dengue. Mosquito nets and mosquito coils will effectively prevent mosquitoes from biting sick people and help stop the spread of dengue.
